Fluctuation kernel using negative binomial distribution for use with bayesian_estimator.
The distribution of the observable \(X\) is given by the distribution
\[ f(X) = \frac{(X+n-1)!}{X!(n-1)!} p^{n}(1-p)^{X} \]
with mean value \((1-p)n/p\) and variance \((1-p)n/p^2\).
