Fluctuation kernel using gamma distribution for use with bayesian_estimator.
The distribution of the observable \(X\) is given by the gamma distribution
\[ f(X) = \frac{1}{\Gamma(k)\theta^k} X^{k-1} \exp{(-X/\theta)} \]
with mean value \(k\theta\) and variance \(k\theta^2\).
